Increased the maximum number of package retailer's permits one person can own from one to two, with exceptions for permits in municipalities with 35,000+ population or locations 75+ miles apart.

Added new permit types including delivery service permits for licensed retailers, food truck permits for on-premises retailers, on-premises tobacco permits requiring $500,000 investment, festival wine permits, and special service permits for aircraft.

Introduced new requirements for temporary permits including charitable auction permits (max 2 per year), event venue permits requiring 200+ capacity, and theatre permits for nonprofit organizations.

Modified on-premises permit rules to allow carryout wine sales and added drive-through service provisions for specific locations on Jefferson Davis Avenue.

Added restrictions requiring 25% food sales revenue for food truck permits and 75% tobacco sales revenue for tobacco permits.

Set effective date for the act as July 1, 2025, with certain provisions repealing after July 1, 2026.
