Budget process; bring forward certain sections relating to and provide for transfers of funds.

This bill directs the transfer of over $820 million from the state's Capital Expense Fund into various specific funds designated for infrastructure, higher education, and public employee retirement. The legislation also moves an additional $22 million from a settlement fund into the 2024 Local Improvements Projects Fund to support state agencies and local projects. Specific allocations include money for repairing and renovating facilities at state universities, funding road and bridge improvements in Lafayette and DeSoto counties, and establishing a special fund for the Mississippi State University Veterinary School. Furthermore, the bill authorizes Delta State University to enter into public-private partnerships to renovate dormitories and create a model rural education school.
