Mobile homes: other; mobile home commission act; revise. Amends secs. 35, 41, 43 & 48 of 1987 PA 96 (MCL 125.2335 et seq.) & adds sec. 30m. TIE BAR WITH: SB 0934'26, SB 0935'26

Owners must now notify residents and the department of their intent to sell and request that residents notify them in writing within 60 days if they wish to purchase the park.

Residents who want to buy the park must form a homeowners' association or cooperative, incorporate it, and submit a written offer with proof of financing and majority owner support within the 60-day window.

Owners are prohibited from accepting offers that include clauses preventing them from buying the park from a future homeowners' association.

Exemptions were added to the notice requirement for sales to family members, trusts, partnerships, limited liability companies, affiliates, or via eminent domain.

New sections clarify service of process rules for non-resident owners and expand the department's ability to appoint receivers for unlicensed parks.

New enforcement mechanisms include a civil fine of $10,000 to $250,000 for violations and a ban on confidentiality agreements that create unreasonable barriers to raising purchase funds.
