What changed between versions
The FY2026 state school aid fund appropriation was reduced from $18,366,334,700 to $18,189,425,300, a decrease of roughly $177 million.
The school loan revolving fund appropriation in section 11k was extended to cover both FY2025-2026 and FY2026-2027 (previously only FY2025-2026).
The cash-flow borrowing costs allocation in section 11m was extended to cover both FY2025-2026 and FY2026-2027.
All four subsections of section 11s (drinking water emergency services for affected districts) were extended from applying only in FY2025-2026 to also apply in FY2026-2027.
The school aid stabilization fund appropriation in section 11a(7) was shifted from applying in FY2025-2026 to FY2026-2027.
The school loan bond redemption fund allocation in section 11j was shifted from FY2025-2026 to FY2026-2027.
The dropout recovery program membership counting rule in section 6(4)(dd) was simplified: the alternative method of counting pupils based on successfully completed courses (each course equal to 1/12 FTE) and the complex provisions governing what happens when a pupil exceeds 1.0 FTE were removed, leaving only the monthly full-attendance counting method.
