Campaign finance: statements and reports; filing of campaign statements; modify. Amends secs. 15, 16, 17, 24b, 33 & 82 of 1976 PA 388 (MCL 169.215 et seq.) & repeals secs. 34 & 35 of 1976 PA 388 (MCL 169.234 & 169.235).

Added a new complaint process allowing citizens to file formal complaints against campaign violations, with mandatory timelines for the Secretary of State to investigate and post findings online.

Established a new civil penalty system where the Secretary of State can issue fines of up to triple the improper amount plus $1,000 per violation after a hearing.

Updated filing schedules to include specific reporting deadlines for political party caucus committees and added requirements for independent expenditure committees.

Required committees to report fundraising items sold in exchange for contributions if the connected organization paid for those items.

Clarified that independent expenditure committees can contribute to other independent committees or ballot question committees but are prohibited from contributing to candidate committees.

Extended the retention period for certain campaign records from 5 years to 15 years for high-dollar committees and added preservation rules for violation-related documents.

Reorganized the bill structure and updated section numbering to reflect new provisions, including the addition of sections 15(1)(f) through 15(19) and new sections 24b, 33(8)-(17), and 82(2)-(3).
