Added new definitions for 'Official hemp sample', 'Postdecarboxylation test', 'Program', 'Registration', 'Regulatory testing facility', and 'Unofficial hemp sample' to clarify regulatory terminology.

Updated the definition of 'Acceptable THC level' to specify that it must produce a distribution or range that includes 0.3% or less total delta-9-THC, providing clearer testing standards.

Expanded the definition of 'Grow' or 'growing' to include research purposes and sales to licensed processors, while clarifying that selling finished products is not considered growing.

Removed the repealed Section 801 of the original Industrial Hemp Growers Act.

Added new requirements for grower registration renewal, including late fees of $250 for applications submitted after January 31.

Established new record-keeping requirements for sales of raw industrial hemp to licensed processors, including documentation of THC testing results.
