Education: examinations; opt-out option for the workforce readiness assessment portion of the Michigan merit examination; provide for. Amends sec. 104b of 1979 PA 94 (MCL 388.1704b).

Replaced the original Michigan Merit Examination structure with a new four-part assessment including M-STEP, college entrance test, work skills test, and social studies component.

Added new requirement for individual student reports showing whether pupils met expectations for each standard to help parents and teachers identify problems before grade advancement.

Added new requirement that the Michigan Merit Examination must be administered during the last 12 weeks of the school year with scores returned before the beginning of grade 12.

Added requirement that districts must include scaled scores for each subject area and attendance days on high school transcripts for graduates who completed the examination.

Added new provisions for students in nonpublic schools and home schools, allowing them to take the examination through their district of residence or at nonpublic schools.

Added requirement that the examination must be completed only once per student, with specific conditions allowing retakes of the college entrance component.

Added requirement that the examination must include accommodations for students with disabilities under federal and state disability laws.

Added specific income eligibility criteria for free retakes of the college entrance examination component, requiring students to meet free breakfast/lunch/milk eligibility and have scholarship applications denied.

Added new definitions for 'English language arts' (reading and writing) and 'social studies' (US history, world history, world geography, economics, and American government).

Added new deadline for workforce readiness test waivers that must be submitted by February 28 of the school year in which the test will be administered.
