Adopts the Interstate Medical Licensure Compact as law, creating a formal framework for multi-state physician licensure

Adds 14 new definitions including 'Expedited License', 'Interstate Commission', 'Member Board', and 'State of Principal License'

Establishes 9 specific eligibility requirements for physicians, including education verification, examination completion, and no criminal convictions

Requires physicians to designate a 'state of principal license' based on residence, practice location, employer, or tax residency

Mandates criminal background checks and fingerprinting for all expedited license applicants

Creates mechanisms for automatic suspension of all compact licenses when disciplinary action is taken in the state of principal license

Establishes joint investigation procedures and information sharing between member state medical boards

Authorizes the Interstate Commission to collect annual assessments from member states to fund operations

Sets effective date requirements and outlines procedures for state withdrawal with one-year notice period
