Lowered minimum age requirement for Michigan Reconnect Grant from 25 to 21 years old, with a sunset provision limiting the reduced age to fiscal years ending before September 30, 2033.

Added new requirements for grant applicants to timely file FAFSA and apply for all available gift aid for their enrollment period.

Added eligibility requirements for skills scholarship recipients including timely completion of a scholarship application and meeting the same age, residency, and education criteria as the main grant program.

Created a new short-term training program offering skills scholarships of up to $1,500 for qualified occupational training programs, with funding limited to appropriated amounts.

Added requirement for training institutions to provide data tracking apprentice work experience to verify student status for skills scholarship recipients.

Added provision requiring recipients of skills scholarships to be informed of their continued eligibility for the Michigan Reconnect Grant program after completing short-term training.

Added enacting section making the bill contingent on Senate Bill No. 233 being enacted into law before it takes effect.
