The definition of 'pet' was updated to explicitly exclude 'large carnivores,' narrowing the scope of animals covered under this act compared to the original draft.

New requirements were added mandating that operators establish an 'endowed care fund' receiving at least 15% of burial sale prices and a separate 'preneed fund' holding 130% of costs for future goods.

The bill introduces a minimum size requirement of 3 acres for new pet cemeteries, unless the facility was already operating before the act's effective date.

Exemptions were created for existing cemeteries: they have two years to comply with land dedication rules and one year to comply with financial fund rules.
