Added Section 3406hh requiring mental health and substance use disorder coverage to meet federal parity standards, ensuring financial and treatment limitations for mental health benefits cannot be more restrictive than those for medical/surgical benefits.

Added new subsections to Section 3406bb clarifying that preventive services must be covered without cost-sharing when recommended by federal guidelines, and establishing rules for out-of-network coverage when no in-network provider is available.

Added Section 3406ii prohibiting preexisting condition exclusions for most health insurance policies, with specific exceptions for limited benefit plans, fixed indemnity insurance, and retiree-only coverage.

Modified Section 3403 to clarify that insurers must provide dependent coverage until age 26 and must not deny enrollment based on marital status, tax filing status, or residence.
