Campaign finance: statements and reports; definition of gift; modify. Amends secs. 3, 5, 7, 11, 13 & 15 of 2023 PA 282 (MCL 169.303 et seq.) & adds sec. 6.

Added Attorney General and State Representative to the list of offices requiring financial disclosure reports.

Added exemption for candidates who are already required to report under the public officers financial disclosure act (2023 PA 281).

Added a new Section 6 that provides the actual financial disclosure form template with specific fields for personal, spousal, employment, asset, and liability information.

Added inflation adjustment mechanism for asset thresholds (real property, securities, other assets) every 4 years using the Detroit Consumer Price Index, rounded up to nearest $1,000.

Added new reporting requirement for unearned income exceeding $200, requiring disclosure of sources and addresses.

Added requirement that candidate committees must have received or expended more than $1,000 during the election cycle to be subject to the act.

Added requirement that candidates must disclose agreements for future employment, leave of absence arrangements, and payment deferrals with former or current employers.

Added definition for Consumer Price Index to establish how inflation adjustments will be calculated for asset thresholds.

Added specific filing deadline of June 13, 2025 for the first reporting period (January 1, 2024 to December 31, 2024).

Added provisions for complaint filing procedures, including requirements for complainant certification and rebuttal processes.

Section 6, which required a specific financial disclosure form template with detailed fields for personal, spousal, employment, and asset information, was deleted. Form creation authority now rests solely with the Department of State under Section 11.

Section 13(c) was changed to require the Secretary of State to create all forms, instructions, and manuals, while Section 13(d) now accepts email submissions as an alternative to the electronic filing system, reversing the previous order of these requirements.

Section 15, which imposed late filing fees of $25 per business day (capped at $1,000) and civil fines up to $2,000 for knowingly incomplete reports, was removed. There is no longer a specified penalty structure in this version.

Section 11 was amended to change the deadline for creating the standard financial disclosure form from 'within 30 days after the effective date' to 'Not later than March 14, 2024,' and adjusted the form availability schedule for future reporting periods.

Section 3 definitions were renumbered and slightly reworded for clarity, with 'Candidate for office' definition now explicitly requiring the candidate committee to have received or expended more than $1,000 during the election cycle.

The financial disclosure form (Section 6) was expanded to include new questions about whether a spouse was a registered lobbyist, employer details for spouses earning over $1,000, and additional organizational role disclosures.

Section 7 was substantially rewritten to clarify reporting requirements, including inflation adjustments for asset thresholds every 4 years using the Detroit Consumer Price Index, and expanded disclosure of securities and real property.

Section 13 was restructured to clarify the Secretary of State's duties, including electronic filing acceptance, declaratory ruling timelines, complaint procedures, and enforcement mechanisms with specific business day deadlines.
