Education: teachers and administrators; interim teaching certification process; modify. Amends sec. 1531i of 1976 PA 451 (MCL 380.1531i).

Establishes a new process for granting interim teaching certificates to participants in approved alternative teaching programs.

Requires alternative teaching programs to provide an intensive training program equivalent to at least 12 college credit hours covering child development, diverse learners, instructional strategies, and field experience.

Mandates that special education interim certificates require completion of a 32-credit-hour training program covering specific special education knowledge, assistive technology, and legal bases.

Directs the Center for Educational Performance and Information (CEPI) to partner with universities to conduct a research study on educator shortages and submit annual reports on vacancies and retention.

Prohibits the granting of new interim teaching certificates for special education starting July 21, 2027, though existing holders may continue teaching.

Requires school districts employing interim certificate holders to provide intensive observation and coaching to ensure satisfactory progress toward full certification.

Defines 'cohort' as all individuals enrolled in an approved alternative teaching program for the three years preceding the granting of an interim certificate.
