Created a new standing Legislative Rules Review Committee consisting of 5 senators and 5 representatives to review all proposed non-major rules.

Established a new process where the committee can approve, disapprove, or require amendments to proposed rules before they become effective.

Added a new definition for 'decision record' requiring agencies to include meeting minutes and member votes when receiving advisory input.

Clarified the definition of 'agency' to explicitly include the municipal employees retirement system and exclude the governor and institutions of higher education.

Set a December 31 deadline for the committee to act on proposed non-major rules during even-numbered legislative terms.

Authorized the committee to disapprove rules and require agencies to withdraw or amend them if they lack statutory authority or fail impact analysis requirements.
