Added a new mandate requiring regulated electric providers to petition for approval to construct or acquire energy storage systems totaling at least 2,500 megawatts by December 31, 2029.

Updated the generation capacity limit for customer-owned generators in the distributed generation program from 110% to 100% of the customer's previous 12-month electricity consumption.

Introduced new definitions for 'clean energy system' (including carbon capture facilities) and 'efficient electrification measure' (such as heat pumps and electric dryers).

Expanded the definition of 'renewable energy resource' to explicitly include landfill gas and gas from methane digesters, provided they use specific feedstocks.

Removed the original list of individual legislators who introduced the bill and replaced it with a placeholder indicating this is a substitute bill.
