Education: teachers and administrators; completion of certain training for K-5 teachers; require. Amends 1976 PA 451 (MCL 380.1 - 380.1852) by adding sec. 1531k.

Teachers who solely teach subjects outside of reading instruction or language arts (such as physical education, music, and art) are now exempt from the professional learning requirements.

The department must now approve at least 2 providers for the required professional learning, rather than simply approving providers without a minimum number.

School districts, ISDs, and PSAs must now also report any costs associated with providing the professional learning and the funding sources used, in addition to completion numbers and percentages.

The requirement that the department approve 'at least 2 providers' was changed to simply 'approve providers,' removing the minimum number and giving the department more discretion over how many providers to certify.

Subsection (10) was removed. It had required school districts to create and post a plan on their website outlining the timeline and manner for completing the required training, including how time beyond contractual work hours would be compensated.

Subsection (11) was removed. It had required districts to consult and collaborate with covered individuals when creating the implementation plan.

Subsection (3) no longer requires school districts to report 'any costs associated with providing the professional learning, and the funding sources used' in their annual reports to the department.

Subsection (7) was removed. It had made the entire section subject to appropriation of sufficient funds, meaning no money would be obligated unless the legislature appropriated it.

Subsection (5) was removed entirely. It had required phased implementation starting in 2026-2027, full compliance by 2031-2032, a statewide implementation plan created within 90 days of the effective date, and allowed good cause extensions for individual educators.

Subsection (6) was removed. It had allowed the department to extend the implementation schedule by up to one year after consulting with approved providers.

Subsections (8) and (9) were removed. They had required that individuals hired or transferred into covered roles after 2031-2032 complete the professional learning within 3 years of starting in that role.

Subsection (13) was removed. It had exempted individuals holding only an interim teaching certificate from the professional learning requirement.

Subsection (12) was removed. It had stated that the section's provisions are subject to 1947 PA 336 (the Public Employee Relations Act), which governs labor relations for public employees.

Subsection (14) was removed. It had clarified that the required professional learning could be delivered as part of existing professional development under section 1527.

Subsection (15) was removed. It had defined 'multi-tiered system of supports' as a comprehensive framework with three distinct tiers of instructional support composed of evidence-based strategies designed to meet individual student needs at all achievement levels.

New subsection (12) states that all provisions of this section are subject to 1947 PA 336 (the Michigan Employment Relations Act), meaning implementation must comply with collective bargaining and labor relations requirements.

Good cause extensions for individual compliance now require a deadline that is mutually agreed to between the department and the individual, rather than being unilaterally set by the department.

Changed 'adjustments' to 'extensions' in subsection (6), limiting the department's ability to modify the implementation schedule to only extending timelines rather than making broader changes.

Full compliance deadline moved from the 2029-2030 school year to the 2031-2032 school year, a two-year delay across multiple provisions.

New subsection (6) allows the department to consult with providers and adjust the implementation schedule, including a 1-year extension for full compliance beyond the 2031-2032 deadline.

Subsection (1)(a) was narrowed so that only certificated individuals whose K-5 instruction involves reading or language arts must complete training, rather than all who provide, support, or oversee K-5 instruction.

Subsection (1)(b) changed 'supervision' to 'direct supervision' and added 'as determined by the department,' giving the department authority to decide which personnel are covered.

Changed from approving a single provider to annually approving multiple providers, allowing competition and flexibility in who delivers the training.

New subsection (11) allows the required professional learning to be delivered as part of existing professional development under section 1527, rather than requiring a separate program.

Removed the word 'optional' from the train-the-trainer facilitator professional learning, making it a required component of the provider's offering (though implementation remains at the department's discretion).
