Health occupations: counselors; professional counselors licensure compact; provide for. Amends sec. 18101 of 1978 PA 368 (MCL 333.18101) & adds secs. 16190a & 18105a.

Added the Counseling Compact to allow licensed professional counselors to practice in other member states under a Privilege to Practice without obtaining additional licenses.

Added new definitions for key terms including Home State, Remote State, Privilege to Practice, Adverse Action, and Telehealth to clarify interstate practice rules.

Added support for Active Duty Military personnel and their spouses to designate a home state and retain it during active duty periods.

Added requirements for criminal background checks using FBI fingerprint-based searches and fingerprint verification for all applicants seeking licensure or privilege to practice.

Added specific educational requirements including 60 semester hours (90 quarter hours) of graduate coursework in defined counseling topic areas and supervised postgraduate professional experience.

Added enforcement mechanisms allowing remote states to take adverse actions against counselors practicing in their state and requiring immediate notification of disciplinary actions to the home state.

Added provisions for the Counseling Compact Commission to establish rules, maintain a data system, and enforce compliance among member states.

Modified the effective date provision to allow the compact to become effective when enacted in the tenth member state, with full implementation following rulemaking by the Commission.
