The dollar amount above which a board of county road commissioners must advertise for sealed proposals when purchasing machines, tools, appliances, and materials was raised from $50,000 to $75,000.

The weight threshold for passenger vehicles and trucks that triggers the sealed-proposal requirement was raised from 7,500 pounds to 10,000 pounds, meaning heavier vehicles can now be purchased without competitive bidding.

The bill header was changed from 'House BILL NO. 4415' to 'SUBSTITUTE FOR HOUSE BILL NO. 4415,' and the text was reformatted with line numbers, page headers (STM H01833'25 (H-1)), and a 'Final Page' marker.
