SD 2531 Massachusetts Senate · 194th Legislature (2025-2026)

An Act relative to the safety of autonomous vehicles

This bill requires autonomous vehicles registered in Massachusetts to meet federal motor vehicle standards. It prohibits these vehicles from transporting passengers or goods (including interstate commerce) without a human safety operator physically present in the vehicle. The operator must be able to monitor the vehicle’s performance and intervene immediately, including operating or shutting off the vehicle if needed. The operator must also maintain all required state and federal qualifications for driving. This applies directly to companies or individuals operating autonomous vehicles for passenger or freight transport within the state.
