An Act relative to transparency and accountability in procurement

This bill requires large entities in Massachusetts - including businesses, nonprofits, hospitals, universities, museums, and state authorities with over $100 million in annual revenue - to report their procurement activities with certified diverse businesses (like minority- and women-owned enterprises) and non-certified diverse businesses (like Black-owned and Hispanic-owned businesses). The Supplier Diversity Office must collect this data annually and publish a public report by April 30 each year, detailing spending with these business types across all covered entities. The goal is to increase transparency about how effectively the state’s procurement system supports diverse businesses. This is a reporting requirement, not a new certification program or spending mandate.
