An Act relative to self-defense sprays

HD 3949 restricts who can purchase or possess self-defense spray in Massachusetts. It prohibits individuals convicted of certain felonies, violent crimes, or drug offenses (with exceptions after 5 years for non-violent offenses), those committed for mental illness without medical documentation, people recovering from substance use disorders (after 5 years with a doctor's affidavit), minors under 15, minors 15-17 without parental permission, undocumented immigrants, and those under protection orders or with active arrest warrants. Exceptions include those with restored firearm rights after 5 years for non-violent offenses and individuals meeting specific medical documentation requirements. Violations carry fines up to $1,000 or up to 2 years in jail.
