An Act relative to landlords accountability with regard to drug houses

Landlords who knowingly rent to tenants using a unit for manufacturing, storing, distributing, or using controlled substances face civil penalties. Penalties start at $1,000 for a first offense, increasing to $10,000 for repeat violations, and may include property forfeiture. Fines collected must fund drug awareness education or substance abuse programs for youth and families. The law specifically excludes housing authorities from being considered "owners" under these provisions.
