An Act relative to the retirement benefits of the surviving beneficiary of William Coulter

This bill provides a specific retirement benefit to Mary Coulter-Bennett, the surviving beneficiary of former State Police Detective Lieutenant William Coulter. It requires the Massachusetts State Retirement Board to pay her a lifetime monthly allowance equal to what William Coulter would have received if he had elected a specific retirement option (option C) and named her as his sole beneficiary, effective from his date of death. This allowance replaces any other retirement benefits she would otherwise receive from the State Employees Retirement System. The bill takes effect retroactively as of September 30, 2019.
