An Act addressing racial and cultural bias training in educator professional development

This bill requires every school district in Massachusetts to create and update an annual professional development plan for all educators, including teachers, principals, and support staff. The plan must include specific training on creating inclusive school climates, using culturally responsive teaching methods, and addressing implicit racial and cultural biases against Black, Indigenous, and People of Color. Additionally, districts with English learners must provide training on second language acquisition techniques for teacher re-certification. These plans must be submitted annually to the state commissioner of education, who will also develop a statewide assistance strategy to support implementation.
