Motor Vehicles - Special Registration Plates - Old Line Plates (Old Line Plate Program Act of 2026)
HB 68 creates a special license plate program allowing owners of qualifying vehicles (passenger cars, light trucks under 10,000 lbs, or multipurpose vehicles) to obtain "Old Line Plates" - numeric-only plates (1-5 digits) resembling Maryland's 1911 design. The Motor Vehicle Administration will maintain an inventory of unassigned numbers and auction registration rights for these plates, with owners able to transfer their current numeric plate numbers to the new plates for a fee. Transfers are restricted within 180 days of issuance and limited to one per year, except for estate transfers or business reorganizations. Fees collected fund the administration’s costs and the Transportation Trust Fund, with the program launching October 1, 2026.
