Added authority for local election directors to order arrests for breaches of peace, violations of the Election Law, or interference with election judges.

Clarified that police officers must obey orders from both local board employees and local election directors.

Expanded the list of entities authorized to designate accredited challengers and watchers to include state boards, candidates, political parties, and political committees.

Modified the criteria for admitting challengers and watchers, removing the requirement that they be present 30 minutes before polls open if they are not, but retaining the ability to require them to leave if their presence prevents timely opening.

Extended the rights and rules governing challengers and watchers to apply at early voting centers, not just traditional polling places.

Granted local election directors the authority to protect challengers and watchers in the exercise of their duties.
