Public Health – Medetomidine and Xylazine Consumer Protection Act

SB 875 prohibits retailers from selling or distributing medetomidine or xylazine products without proof that the purchaser intends to use them for institutional, veterinary, or scientific purposes. It also bans sales to anyone under 21 years old and requires retailers to maintain records of sales, including proof of age and intended use. Retailers violating these rules face civil penalties up to $6,500 per offense, with all collected fines deposited into the Maryland Substance Abuse Fund. The law amends Maryland’s health code and takes effect October 1, 2025.
