Local election boards must now submit an Early Voting Center Plan that meets specific requirements, in addition to existing polling place and ballot drop box plans.

Early voting center plans must consider accessibility to historically disenfranchised communities, proximity to voter concentrations, public transportation access, equitable distribution for counties with four or more centers, and use of community centers.

Ballot drop box location requirements now explicitly include accessibility for voters with disabilities and cultural/ethnic minority groups, proximity to voter concentrations, public transportation access, and equitable geographic distribution.

State Board approval criteria for election plans now includes a requirement that plans will not negatively affect access to voting for historically disenfranchised communities.
