Human Services - Adult Protective Services

Expanded the definition of 'health practitioner' to include certain emergency medical services providers in adult protective service provisions.

Added authorization for individuals required to report information about vulnerable adults to make reports by calling the statewide reporting hotline.

Modified reporting requirements to specify that reports must be made as soon as possible by telephone, direct communication, or writing to the local department or by calling the statewide reporting hotline.

Added new requirements for ombudsmen to comply with 42 U.S.C. § 3058g(d)(2) and restrict disclosure of resident or complainant identities except as authorized.

Changed the effective date of Section 2 from October 1, 2025 to July 1, 2026.

Added Section 14-302(b)(2) disclosure exception allowing identity disclosure when the disclosure occurs in accordance with Section 1-201 of the Human Services Article.
