Agriculture – Nuisance Insects

This Maryland law mandates the State Department of Agriculture to run a program using a specific biological pesticide to control black flies and other insects that merely annoy humans rather than threatening health. The program will operate on state-owned land, private property with owner consent, and local government land if the local area agrees to cover half of the project costs. Before any spraying occurs, the department must notify local media, government officials, emergency services, and riverkeepers, while also posting notices on social media. The legislation defines nuisance insects strictly as those that pester humans without posing a direct health risk to people, animals, or plants.
