CONTRACTS/BIDS: Authorizes the use of fillable form to receive electronic public bids

Public entities are now authorized to use fillable electronic bid forms to receive bids, as long as the forms contain all text and fields from the Louisiana Uniform Bid Form.

Public entities are prohibited from adding any bidder requirements or input fields to electronic forms that are not already contained in the Louisiana Uniform Bid Form.

Deviations in the formatting of fillable electronic bid forms from the standard Louisiana Uniform Bid Form are explicitly stated not to constitute a violation of the law.

The text was reorganized to place the prohibition on adding extra requirements immediately after authorizing the use of electronic forms, clarifying the relationship between the two rules.
