CRIMINAL/PROCEDURE: Provides relative to post-conviction relief

Added a new requirement that the effect of a post-conviction relief judgment is stayed until the Louisiana Supreme Court has either expired its review time or taken final action on the case.

Modified the standard for denying relief by removing the word 'inexcusable,' meaning a court can now deny relief if a petitioner simply failed to raise a claim, rather than only if they inexcusably failed to do so.

Modified the standard for denying relief by changing the requirement from 'inexcusably failed to pursue' a claim on appeal to simply 'failed to pursue' a claim on appeal.

The legal standard for denying post-conviction relief was lowered by changing 'inexcusably failed' to just 'failed' in two specific contexts: when a claim was known to the petitioner before conviction, and when a claim raised in trial court was not pursued on appeal.

A new provision was added stating that the rules regarding bail and custody pending retrial will not apply until a judgment granting post-conviction relief becomes final.

If post-conviction relief is granted, the enforcement of the original judgment is now explicitly stayed until either the time to appeal expires or the Louisiana Supreme Court takes final action on the matter.
