SB 109 proposes a constitutional amendment to prohibit certain foreign donations in elections. It would prevent funds, goods, or services from foreign governments, foreign entities, or noncitizens from being used to advocate for or against any ballot proposition, candidate, issue, or political party. This prohibition applies whether the advocacy is direct or indirect. If enacted, this amendment would take effect by November 3, 2026.
