APPROPRIATIONS/SUPPLEML: Makes supplemental appropriations for Fiscal Year 2024-2025

Removed all appropriations for disaster relief, debris cleanup, legal expenses, and administrative programs totaling over $148 million.

Added new funding allocations totaling $148.7 million specifically for the Louisiana State Employees' Retirement System, Teachers' Retirement System, Louisiana School Employees' Retirement System, and Louisiana State Police Retirement System.

Changed the funding source description to explicitly reference the constitutional authority for addressing the balance of each system's oldest unfunded accrued liability.

The Blue Tarp Program funding source was changed from the Louisiana Housing Corporation to the Community Development Block Grant Program.

A new provision was added authorizing the commissioner of administration to reduce funding for the Business Development Program by $633,395 to adjust the means of finance.
