AN ACT relating to relative and fictive kin caregivers.

This bill amends Kentucky law to strengthen background checks and training requirements for individuals caring for children in foster care, relative caregiver arrangements, fictive kin placements, and adoption. It requires criminal background investigations for applicants and their adult household members before approval and allows for additional checks during annual home reevaluations. The legislation also prohibits denying placements solely based on a caregiver's disability without considering supportive services and mandates specific training on child abuse recognition and pediatric head trauma prevention for fictive kin caregivers. Additionally, it establishes procedures for the Department of Health and Family Services to implement these requirements through administrative regulations.
