AN ACT relating to the destruction of confiscated firearms.

HB 121 requires Kentucky law enforcement to destroy most confiscated firearms instead of retaining or selling them without restrictions. Confiscated firearms not returned to innocent owners (after verification) must be sold at public auction to licensed dealers or, for homicide-related firearms, to individuals who agree to return them for destruction. Proceeds from these sales are split: 20% stays with the Kentucky State Police, and the rest funds the Kentucky Office of Homeland Security to provide grants for police departments to purchase body armor, firearms, ammunition, and body-worn cameras. Grants prioritize replacing worn body armor first, then firearms, with remaining funds for other equipment.
