Clarified that industrial solid waste disposal facilities owned by generators are exempt from certain permitting requirements when they accept waste only from the generator's own operations or affiliated facilities on the same or adjacent properties.

Updated the language requiring cabinet determinations about permit applications to be consistent with area solid waste management plans, maintaining the 60-day timeline for public hearings and determinations.

Modified the requirements for area solid waste management plans to include demographic studies, facility inventories, and long-range needs assessments with consistent timeframes (5, 10, and 20 years).
