The amendment explicitly added 'budget hearing or revenue neutral rate hearing' to the list of meetings that must include time for public comment.

The original text removed the broad, unqualified statement that 'Each meeting held by a board... shall include time for a public comment portion,' replacing it with the more specific 'regularly scheduled meeting' language.
