Proposing to amend article 1 of the constitution of the state of Kansas by adding a new section establishing a system of electing the governor and the lieutenant governor by creating a state electoral college whereby each state senatorial district would have a vote in selection of the governor and the lieutenant governor.

This bill proposes changing how Kansas elects its governor and lieutenant governor by creating a state electoral college system. Under this plan, each of the state's 40 senatorial districts would cast one vote for a candidate pair instead of using the current system where every individual voter casts a direct ballot. The candidate pair receiving a majority of these district votes would be elected, with the state legislature stepping in to choose the winners if no pair secures a majority. If approved by the legislature, the measure would be placed on the ballot for voters to decide whether to adopt this new method of election.
