Updating cross references in the personal and family protection act regarding the eligibility requirements to obtain a license to carry a concealed handgun, requiring the surrender of a suspended or revoked license, providing for a transition from a provisional license to a standard license and prohibiting the collection of personal information of an off-duty law enforcement officer entering buildings while armed or requiring such officer to wear any item identifying such person as a law enforcement officer or being armed.

Added a new subsection (c) authorizing the Attorney General to create a list of out-of-state licenses and review applications to determine if prior training meets state standards.

Added a new subsection (c)(2) defining the minimum training requirements (instruction on laws of self-defense) that out-of-state training must meet to be considered equal to or greater than Kansas standards.

Modified the list of acceptable evidence for course completion to include a determination by the Attorney General based on the new out-of-state recognition process.

Changed the numbering of the fee submission requirement from (2) to (2)(3) to accommodate the insertion of the new subsection (c).
