This bill (SSB 3153) clarifies when city utilities in Iowa can hold closed meetings to discuss sensitive business information. It expands the definition of "proprietary information" to include customer records that could harm a utility's or customer's competitive position, as well as details about energy infrastructure, pricing, and facility acquisitions. City utility governing bodies may hold closed sessions (with a two-thirds vote) to discuss such information only if public disclosure would harm their competitive position and isn't required of competitors. Once disclosure no longer harms the utility, meeting minutes and recordings must be made publicly available. The bill applies these rules to all sections of Iowa's open meetings law regarding city utilities.
