This bill requires boat liveries (including boat clubs) operating on lakes along the Des Moines River managed by the U.S. Army Corps of Engineers to obtain permits for renting watercraft. Owners must apply to the Iowa Department of Natural Resources (DNR), with each permit allowing one watercraft rental at a time. A three-member committee will allocate permits, set safety rules, and review permits annually, with permits valid for two years and revocable. The law applies retroactively to rentals starting January 1, 2025, and also covers out-of-state boats used in these waters.
