HB 671 requires owners of massage therapy establishments (locations where massage is practiced, excluding mobile therapists, student clinics, and sole practitioners) to obtain a license starting July 1, 2027. To get licensed, owners must apply with the board, pay a fee, and undergo sanitary inspections (initially and every two years). The bill also mandates establishments to keep detailed records of therapists and clients for three years and allows license denial or revocation for disqualifying criminal histories, unlicensed therapists, or fraudulent applications. Violations may result in civil penalties up to $10,000 per offense.
