A bill for an act providing for public availability of certain financial information of regents institutions and including effective date provisions.

This bill requires Iowa's public universities (controlled by the state board of regents) to publicly post detailed financial data online, including budgets, expenditures, vendors, and contracts exceeding $1,000. Institutions must make this information searchable on their homepage with no more than three clicks, updated regularly, and retained for ten years without requiring login. Required data includes department-level budgets, salary reports, spending on diversity/inclusion initiatives, and a full transaction log of all expenditures over $1,000. The law takes effect December 1, 2025.
