A bill for an act authorizing the waiver of preplacement investigations and reports in certain adoption proceedings.

This bill allows Iowa courts to waive preplacement investigations and reports for adoptive parents who are current legal guardians of the child. To qualify, guardians must have cared for the child continuously for 36 months and met all guardianship duties under section 232D.402. Currently, waivers only applied to relatives within the fourth degree of consanguinity; this expands eligibility to qualified long-term guardians. It does not affect stepparent adoptions (which may still require investigations) or adult adoptions (which are exempt under current law).
