HF 2695 prohibits Iowa courts, arbitrators, and agencies from transferring civil cases to foreign forums if the transfer would apply foreign law violating U.S. or Iowa constitutional rights. It voids rulings, decisions, or contracts (including choice-of-law clauses) that rely on foreign law denying fundamental rights guaranteed by federal or state constitutions. The bill excludes religious matters, business entities that knowingly accept foreign law, and cases where federal law preempts state law. It applies to civil cases, contracts, and arbitrations filed after its effective date.
