Dispensing ivermectin.

Allows a physician or advanced practice registered nurse to create a standing order that allows a pharmacist to dispense ivermectin. Provides that a prescription dispensed under a standing order is considered to be issued for a legitimate medical purpose in the usual course of professional practice. Prohibits a: (1) physician or advanced practice registered nurse who issues; or (2) pharmacist or pharmacy that follows; a standing order from seeking or receiving certain personal financial benefits. Requires a pharmacist to provide each recipient of ivermectin under a standing order with a standardized information sheet that includes certain information. Prohibits the information sheet from containing information discouraging the recipient from using ivermectin for the treatment of COVID-19. Prohibits the medical licensing board of Indiana, Indiana state board of nursing, or the Indiana board of pharmacy from disciplining a physician, advanced practice registered nurse, or pharmacist for certain failures in following a standing order or a defect in the standing order.

School choice.

Expands the Indiana education scholarship account program to include any individual who: (1) has legal settlement in Indiana; and (2) is at least five years of age and less than 22 years of age on August 1 of the school year in which the student applies for participation in the program. Makes changes to the definition of a "qualified school". Makes conforming amendments. Repeals provisions that: (1) require the treasurer of state to determine, based on the amount of funds available for the program, the number of grants that the treasurer of state will award under the program; and (2) require a qualified school that is a participating entity to administer the statewide assessment. Makes a continuing appropriation.

Second amendment protection.

Provides that certain federal laws that infringe on the right to keep and bear arms are invalid, not recognized, rejected, and shall not be enforced in Indiana. Specifies penalties and causes of action concerning a political subdivision or law enforcement agency that employs a: (1) law enforcement officer who enforces or attempts to enforce certain provisions or otherwise deprives a citizen of Indiana of particular constitutional rights or privileges; (2) federal official, or person who gives material aid to a federal official, who knowingly enforces or attempts to enforce certain laws. Specifies exceptions. Makes findings and defines particular terms.

Civil forfeiture.

Requires the Indiana prosecuting attorneys council to establish and maintain a case tracking system and searchable public Internet web site that includes certain civil forfeiture data, and requires each prosecuting attorney to upload civil forfeiture data to the web site. Establishes the civil forfeiture data fund to be used to defray expenses incurred in complying with civil forfeiture reporting requirements. Provides that, after deducting certain expenses, the greater of: (1) $250; or (2) 1% of a civil forfeiture judgment; shall be deposited in the civil forfeiture data fund. Authorizes the attorney general to assess a civil penalty against a prosecuting attorney who fails to report civil forfeiture data without good cause and specifies that the civil penalty shall be deposited in the civil forfeiture data fund.

Protection of life.

Repeals the statutes authorizing and regulating abortion. Finds that human physical life begins when a human ovum is fertilized by a human sperm. Asserts a compelling state interest in protecting human physical life from the moment that human physical life begins. Provides that court decisions to enjoin the law are void. Specifies the duty of Indiana officials to enforce the law. Specifies that federal officials attempting to enforce contrary court orders against Indiana officials enforcing the law shall be subject to arrest by Indiana law enforcement. Redefines "human being" for purposes of the criminal code to conform to the finding that human physical life begins when a human ovum is fertilized by a human sperm. Makes other conforming changes.

Possession of firearms.

Repeals provisions concerning the: (1) confiscation and retention of firearms from a dangerous person; (2) compilation and publication of statistics related to the confiscation and retention of firearms from a dangerous person; and (3) making of a false report that a person is dangerous. Modifies a provision concerning a petition to find that an individual is no longer dangerous.

Education matters.

Defines "applicable school". Provides that a state agency, school corporation, or applicable school, or an employee of the state agency, school corporation, or applicable school acting in an official capacity, may not direct or otherwise compel students or a school employee to personally affirm, adopt, or adhere to certain tenets relating to the individual's sex or race. Provides that a state agency, school corporation, or applicable school, or an employee of the state agency, school corporation, or applicable school acting in an official capacity, may not require an employee of the state agency, school corporation, or applicable school to engage in training, orientation, or therapy that presents any form of racial or sex stereotyping or blame on the basis of sex or race. Requires each school corporation or applicable school to adopt a policy to allow a taxpayer to observe classroom instruction at any time requested by the taxpayer. Requires, not later than July 30, 2022, and not later than June 30 each year thereafter, each applicable school to post on the applicable school's Internet web site, in a manner that is accessible by the public, certain information regarding learning materials and educational activities. Requires the department of education (department) to develop and post on the department's Internet web site a model plan for presenting the learning material or educational activity information. Establishes procedures for a petitioner to file a complaint form alleging certain violations occurred within a school corporation or applicable school. Provides that a petitioner may appeal a school corporation's or applicable school's findings to the department. Requires the department to appoint an administrative law judge to adjudicate appeals. Requires the department to issue a final order. Requires the attorney general or the attorney general's designee to review a school corporation's or applicable school's findings or the department's final order. Provides that the attorney general may assess civil penalties if the attorney general determines a violation occurred. Provides that a school corporation or applicable school may not take retaliatory action against a petitioner or an individual related to or associated with the petitioner. Repeals provisions requiring the department to develop the children's social, emotional, and behavioral health plan. Makes conforming amendments.
