MODERATE
The bill was updated from an introduced draft to its final engrossed version, incorporating House amendments and correcting the effective date from January 1, 2028, to upon passage. This change accelerates the implementation of the new state employee retirement matching program, requiring the state to begin dollar-for-dollar matching contributions after December 31, 2026, instead of 2027. Additionally, the retiree health benefit trust was adjusted to be established for 2027 rather than 2028.
Scope change
The bill's scope remains focused on state employee retirement benefits, but the timeline for when new matching contribution rules and health benefit trust provisions take effect has been shortened by one year.
TIMELINE
The effective date for the new retirement matching contributions and health benefit trust was changed from January 1, 2028, to upon passage, accelerating the start of the program by approximately one year.
The deadline for the state to begin making matching contributions was moved from December 31, 2027, to December 31, 2026.
The establishment of the retiree health benefit trust was changed from the 2028 trust to the 2027 trust.
TECHNICAL
Added House sponsors and detailed legislative history, including committee actions and vote counts, which were present in the House version but missing in the Senate draft.
Updated bill numbering from SB 10 to ES 10 (Engrossed Senate Bill) and revised the digest reference numbers to reflect the final version.
