Amends the Property Tax Code. Provides that if the office of Township Assessor is discontinued in Evanston Township, then the City of Evanston shall assume the duties of the Assessor. Amends the Township Code. Provides that the voters of Evanston Township may vote to discontinue township organization. Provides that if township organization is discontinued, then the City of Evanston shall assume all powers, duties, assets, property, liabilities, obligations, and responsibilities of the township. Further provides that upon discontinuance, the office of Township Assessor and Township Supervisor shall also cease, and the City of Evanston shall assume the duties of Assessor and Supervisor. Sets forth procedures for distributing township assets, keeping of records, and the disposal of property. Amends the Public Health District Act. Provides that if the office of Township Assessor is discontinued, then the city council members of the City of Evanston shall be the board of health for the public health district. Amends the Illinois Public Aid Code. Provides that upon discontinuance of Evanston Township, the City of Evanston shall provide funds for and administer the specified public aid programs. Effective immediately.

Amends the Downstate Police, Downstate Firefighters, and Illinois Municipal Retirement Fund (IMRF) Articles of the Illinois Pension Code. Requires the board of each downstate police and downstate firefighter fund to transfer to the board of trustees of the Illinois Municipal Retirement Fund, for management and administration, all investments owned by those funds. Terminates, upon completion of the transfer, the authority of the boards of each downstate police and downstate firefighter fund to make investments. Charges the board of trustees of the Illinois Municipal Retirement Fund with controlling and managing the investment expenditures and income, including interest dividends, capital gains, and other distributions on the investments of the downstate police and downstate firefighter funds. Provides for the election of a police officer trustee and a firefighter trustee to the board of trustees of the Illinois Municipal Retirement Fund.
Creates the Design-Build for Highway Construction Act. Allows the Department of Transportation to use the design-build delivery method for public projects if it is shown to be in the State's best interests. Requires the Department to prepare a request for qualifications and a request for proposal for each project. Requires the Department to issue a notice of intent to receive requests for qualifications or proposals. Provides for requirements for qualifications and proposals. Provides for a committee to evaluate and select the design-build entity. Provides procedures for the selection of the design-build entity. Amends the Illinois Procurement Code and the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act to make them subject to the Design-Build for Highway Construction Act. Effective immediately.
Amends the Illinois Procurement Code. Makes a technical change in a Section concerning resident bidders.
Amends the Retailers' Occupation Tax Act. In a Section concerning returns filed with the Department of Revenue, provides that the taxpayer shall specify the amount attributable to in-store sales, online sales, mail order sales, telephone sales, door-to-door sales, and other sales.
Creates the Offshore Wind Energy Facilities Advisory Council Act. Creates the Offshore Wind Energy Facilities Advisory Council as a separate entity within the Department of Natural Resources. Provides that the Advisory Council shall consist of the Director of Natural Resources, the Director of the Illinois Environmental Protection Agency, the Director of the Illinois Power Agency, the Chairman of the Illinois Commerce Commission, and certain other public members selected by the Director of Natural Resources. Provides that members of the Advisory Council shall serve without compensation, but may be reimbursed for actual and necessary expenses incurred in the performance of their official duties as members of the Advisory Council. Provides that the Offshore Wind Advisory Council shall examine certain topics related to offshore wind energy facilities on Lake Michigan and report its findings and recommendations to the Governor and General Assembly by June 30, 2012. Provides that the Act shall be repealed on July 1, 2012. Effective July 1, 2011.
