Amends the Environmental Protection Act. Provides that a municipality may impose a penalty against any person or organization owning or leasing property that releases a hazardous substance or any other contaminate that the unit of local government finds injures the public health and the safety of the community. Provides that the penalty may not exceed $50,000 for the violation and an additional $10,000 for each day during which the violation continues. Amends the Illinois Municipal Code to make conforming changes. Effective immediately.

Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Provides that if a person files a claim for a grant or pharmaceutical assistance under the Act and represents on the claim form that (i) he or she is a surviving spouse and (ii) his or her marital status is "single", then only his or her individual income for the applicable year shall be counted in determining his or her eligibility for a grant or pharmaceutical assistance. Effective immediately.
Amends the Humane Care for Animals Act. Specifies the types of shelter that must be available to dogs and equines. Sets forth requirements that must be complied with if a dog is to be tethered.
Amends the Enterprise Zone Act. Provides that Enterprise Zones shall be in effect for 50 calendar years (instead of 30 calendar years) unless a shorter period of time is specified in the certified designating ordinance. Amends the Public Utilities Act to make conforming changes. Effective immediately.
Amends the Unemployment Insurance Act. Provides that the term "wages", for purposes of the Act, does not include remuneration for duty in a branch of the United States Military Reserve or in the National Guard if the duty is served not more than 72 hours from the start of service to the end of service during any one-month period or required annual training as part of duty in a branch of the United States Military Reserve or in the National Guard for approximately 2 weeks.
Creates the Reflex Sympathetic Dystrophy Syndrome Education Act. Provides that the Department of Public Health, subject to appropriation, shall establish the Reflex Sympathetic Dystrophy Syndrome Education Program to promote public awareness of the syndrome and the importance of early detection, diagnosis, and treatment. Provides that the Department shall work with lawyers, judges, arbitrators, health care providers, local public health agencies, and other appropriate agencies to coordinate and promote professional education programs. Provides that the Department may accept gifts, grants, and donations from any source for the purposes of carrying out its duties under the Act.

Amends the County Economic Development Project Area Property Tax Allocation Act. Authorizes Grundy County to establish up to 5 economic development project areas per year (instead of "an economic development project"). Provides that the authority granted under the Act to counties to establish economic development project areas expires on July 1, 2019 (instead of July 1, 2008).
